    IrfanView?

An employee at my office has this program on his computer.
    What does it do?
Also has Aptana Studio and SQL

SQL is generic, anyway it's very probably a DBMS.

GIYF = Google is Your Friend.

No need to ask, in other words. Just search to find out what these programs are.

If you're employee is building a website in the company's time, better have a word with him/her. No use asking here.

It may be that your suspect is only trying to be helpful by adding advanced features to the company site. One needs good tools to do good work.

SQL is for databases, which all businesses need.

IrfanView is used by most intelligent people to crop, adjust, and resize images for websites.

If one leaves the details to the employees, they will have to take care of the details. It is the employer's responsibility to know enough to be able to see when things get out of line. I am not in favor of spying on employees. It is better to talk to them.
