You should provide more practical data to get a suitable answer.
What's the format and resolution the scanned picture is saved to ? What do you mean by 'pixelated' ? An example maybe ?
Enhancement is a relative idea, depending on the demands of the outcome.

Irfavn View is not a photo-editing program, you need to use another program for that kind of work. PhotoPlus is free and will do the basic tasks that you need. There are sure to be other free programs that may be as good or better, but PhotoPlus is easy to use.

Maybe you should try scanning at a higher resolution. Resizing to a smaller size afterward can smooth out some of the graininess. If you scan at low resolution - less than 200dpi - quality can not be improved. You can take out detail but you can't put it back.

Scanning at 600+dpi makes for a very large image, but you have more flexibility in what can be can be done with it after. If you resize, try out the different resampling filters in the IrfanView resize window.

If your scanner software offers descreening filters and such, see what you can do by adjusting that.

Make sure you save your scanning in an uncompressed formet like BMP or TIF. And keep it that way along the resize and enhancement procedure.
