    Moving selection rectangle

Sometimes while moving selection rectangle stops before right mouse button being released.

To see this small bug move mouse cursor inside selection area close to its border. Press right mouse button and move mouse outside the selected area. If you do it quickly, the selection rectangle will move a bit and stop. If you move your mouse slowly the selection rectangle follows it.

Confirmed. Moving the selection can pan the picture instead. I suspect that Irfan already knows about this bug. It has been around for a long time.

Hardly a bug. The mouse position is sampled, not monitored continuously. If you move it quickly enough to get it outside the box before IrfanView has time to respond then of course the box will stop moving.
If it worries you open Control Panel, select Mouse properties, then Pointer options and reduce the Pointer speed. That will limit the speed at which you can move the mouse pointer so that you cannot leave IrfanView behind.

That is how it should work: User presses right mouse button. Program checks whether cursor is inside selection rectangle and remember this until user releases button.

IrfanView window can even capture mouse and receive information about cursor position changes when the mouse is outside the window area.
