There are already many applications that can do that.
    IrfanPaint developer
The latest stable IrfanPaint version is the 0.4.13.70.
IrfanPaint is now open-source (released under BSD license).

I don't think there is an IrfanView plug-in. As MItaly points out, there are many stand-alone applications that find duplicates. However, there are several different kinds of duplicate finders -- which are you looking for?

The most common kind for duplicate finder looks for files with the same name. That's the fastest type of search and works well when you name files like: " Vacation 2009 - Disney World - Pic001.jpg" It's disastrous if you use short names as the duplicate finder will say the file "Pic001.jpg" in the folder "Vacation 2009\Disney World" is a duplicate of the file "Pic001.jpg" in the folder "Vacation 2008\Grand Canyon". Some of these duplicate finders use other file characteristics such as the size and/or modification date. That cuts down on the false positives but not completely. Also, these duplicate finders miss files that are duplicates except for the name; e.g., when "Vacation 2009 - Disney World - Pic001.jpg" has been copied to "Vacation 2009 - Disney World - Leaving the Hotel.jpg"

There are a few duplicate finders that ignore the file name and look for files that have identical content. I use a free program called DupeLocater that does this kind of search very well. Unfortunately it is not available for the author any more, but you might find another source with a Google search.

For images, there are several duplicate finders that find images that look the same. You probably want this type since it will flag as duplicate images that have been renamed, resized, or converted to a different format (e.g., from raw to JPG). I use PhotoSort for this purpose and it works quite well. You select the folder(s) to search, the program churns for a while (a long while if the folders have many images), and finally you get a scrollable list of similar images. Once you have the list, you can select the extra copies (the program helpfully provides thumbnails) or have the program do it automatically. Once the duplicates are selected you can delete them or move them to another folder). You can also change the degree of "similarity" the program should use when finding duplicates. For example, at an intermediate setting it will find pictures of the same person that are identical except for the position of his/her left arm. This program is not free and can found at http://www.asmdev.net/. There are other programs like this available. Some might be better or cheaper than this one ... it's just the one I happen to use. There's a free trial version.

One freeware program you might try is Commander, which has a compare tool that lets you search for files with near identical image information.

You simply provide the maximum difference you want, along with any other filtering info (if you have any). So, if you're looking for exact duplicates, you might try finding 0% difference by typing in .01. If you want similar files that are just resized or resaved, then you might try in the 1-2% range. The higher the percentage you type the more varied the images will become, but you locate images that are close in scene type, yet maybe taken with a different camera, on a different day, at different angles, have different people in them, etc.

You will also notice some percentages being close to one another. This means that those files are quite similar/identical to each other, but not necessarily to the base image you are comparing to. Files are organized by ID # but you don't get any thumbnails. The program may not be as sophisticated as some duplicate finders, but it is free and works reasonably well:
