How to write custom plugins?

Is there any way to do this for IrfanView?

IrfanView doesn't have a well-defined, public plugin API. You have to contact the IV developer, Irfan Skiljan, and decide with him how your plugin will interact with the main program.

The latest stable IrfanPaint version is the 0.4.13.70.
IrfanPaint is now open-source (released under BSD license).
