Reported v4.23/v4.10: Batch rename issue $E under Win-Vista 32

during batch conversion/rename, it seems that the $E parameter does not work under Vista anymore. I used XP before, where I could use this option.

For example: $E36868(%Y_%m_%d)_mypicture### ends up in:
_mypicture001 etc.

I tried it with irfanview 4.23 and 4.10.
