The distinction IrfanView tries to draw between resizing and resampling is simply wrong throughout the whole program interface, e.g. in file > batch conversion/rename > advanced > resize and in image > resize/resample, etc.
IrfanView pretends that there would be two ways of changing an image's pixel dimensions: resizing and resampling (cf. checkbox ""use resample function (better quality)"). But this is erroneous in so far as a change in an image's pixel dimensions ALWAYS involves resampling. What Irfanview refers to as "resizing" is in reality ALSO "image resampling", in particular using the "nearest neighbour" resampling algorithm (or the "bilinear" resampling algorithm).
The correct terminological use of resizing vs. resampling is explained here:
(Note that the abovementioned observations are based on IrfanView 4.20.)
