How do I ALWAYS keep the zoom to a size of window, no matter the session?

Shift+L is not remember on new instances.

Fit Images to Window is remembered between sessions, but Lock Zoom is not.

and where is that option exactly?

This is seriously so frustrating and I have no idea who though constant resizing of the window should be the default option.
The menus are cluttered and spread out across everything. Extremely unfriendly.
