There is no need to install IrfanView32, if you want to use a scanner. IrfanView64 has a stub loader to use old 32bit plugins.
From the Irfanview website/plugins: "STUB_LOADER - (version 1.2.5): allows loading of old (32 bit) PlugIns in IrfanView 64 bit (used also for scanning in IrfanView-64)"

My understanding is that most Twain drivers are 32 bit and you need to install the 32 bit version of Irfanview to scan with. You can have both the 64 and 32 bit versions installed at the same time.

A TWAIN driver is installed when you install your scanner driver... provided you scanner actually supports TWAIN.
