I use IrfanViiew. Does it allow to screen capture video so I can create a tutorial?

I know how to screencapture an image but not video.

No. I use FastStone Capture for recording videos. It is only $19.95 for a life-time licence.
There may be other software solutions like ShareX, but that only captures to GIF, which is inefficient for tutorials, and lacks sound.

Yes, ShareX can capture as GIF - but can also captures as .mp4 and optionally with sound.
