Flip selection change?

After upgraded to 4.62, cannot figure out how can I copy, paste and horizontally/vertical flip a selection. In this version when I do a selection it becomes like a layer that I can't flip.

No problem here. Use 'v' on the keyboard to flip vertically, an 'h' for horizontal flip.

Please post questions in the correct forum. This is off-topic here. Shortcuts, v and h work for flipping a selection. Shortcuts r and l rotate the entire image.
