crop photos to shapes

Is there a way to crop a rectangular photo to have rounded corners?

As a newbie so I am not sure of the right vocabulary so other ways of asking are:
Are there "cookie cutters" that will result in photos in different shapes like, ovals, circles, rectangles with rounded corners, stars, etc.?

Are there ways to crop a photo so it fits different shaped frames? ovals, rectangles with rounded corners, circles?

My personal favourite tools for this job would be Gimp or Inkscape.
Inkscape is an vector drawing program, but also handles Bitmap images (as objects), and have the ability to add a mask - that is what typically appears as cropping of the image.
