Default Add support for animated WEBP files

So I don't know if the problem is only with some animated WEBP files but I haven't managed to open them in IV, those same files open with Chrome so I know they are fine. So I'd like to suggest support for those files or maybe an update so that all of their animated formats are supported.

I have sent an animated WebP image to Irfan Skiljan. He wrote the plugin himself, so let's see what he says.

Irfan Skiljan sent me the attached test versions to provide Animated WebP support.

Read the HowTo.txt file and copy the executable and plugins to the right folder.

Was waiting for this to be added. I tested the version that was posted. It working. No more blank WEBP (animation).
It just that it a bit slow. Opening isn't instantly comparing to other format and Non-Animated WebP.

Hopefully it get optimized. Otherwise considered "working" at the moment.
    Thanks for test version.

EDIT: seem like update of 4.51 supported this format.
