I have been enjoying a program named Fotosketcher in conjunction with Irfanview for some months now. It is a fine program that has a large number of easy to use effects, most of which are oriented towards making any image into a work of art. This encompasses most art genres you can name. Irfanview's option to "send to external editor" should work with it.

Note that Fotosketcher has received awards of excellence on a par with Irfanview. As such I know you would be dealing with a like-level product to Irfanview. Current version at this minute is 3.30. I would strongly recommend that Fotosketcher be added to the to list of complimentary programs.
