How to crop an area of a specific size out of a larger image?

I have a graphic that was created for me by a graphic artist. The IV Image Properties dialog reports that it is
    • 250 x 250 DPI
    • 6514 x 5823 Pixels
    • 66.2 x 59.2 cm; 26.06 x 23.29 inches

I would like to crop an 8 x 10 (inches) area out of the middle. When I draw the cropping rectangle, the title bar reports
    • XY: (4193, 3062) (1395 x 1058 Pixels, 1.319)

How can I get IV to tell me the size in inches?

I assume the second pair of numbers are the X & Y dimensions in pixels. What are the first two?
Running IV 64 4.52 on Windows 10 with Office 365

This is a democracy (USA) so we have no one to blame but ourselves.
