    Any of the PDF readers (Acrobat, Foxit, etc.) will resize a PDF before printing, however, I need the
    IrfanView resize feature because it has the option of resizing in centimeters or inches. This is
    important when resizing a shipping label for an odd shaped box or envelope.

    The IrfanView PDF plugin has a problem. All PDF documents appear blurry and they print blurry too.
    Is there a setting that will sharpen PDF documents, or is there a problem with the plugin that can't be
    fixed?

    Irfanview is an image viewer not a PDF reader like Acrobat or Foxit. If you open a page of a PDF document in Irfanview it treats it as an image embedded within a document not as a document that contains text.

    Whether the Irfanview image looks blurry or not depends on the number of dots per inch that you have specified should be used for capturing the image of the page. You can both view and change what that is against "Resolution" which you find in the Information dialog opened from the Image menu.

    To improve the quality of PDF images, go to Settings, Plugins, PDF Options, and increase the resolution from the default of 96 dpi to 300 dpi or whatever you need. Loading of PDF files will be slow if you use a very high resolution, e.g. 1200 dpi, but the quality will be excellent.
