Why is it so slow and consume a lot of CPU to pan a zoomed image?

I opened a 1080p-sized picture (about 1MB in file size), zoomed it in (300%), and tried to pan the image either by using the keyboard or the mouse.

In either case, the CPU usage soared to over 50% (on all 12 threads), the mouse pointer was flashing among the hourglass, the hand, and the regular pointers, and most importantly the panning was slow when I used the mouse wheel to pan down.

If I do the same thing with Windows' Photos, the panning is very smooth, and it the CPU usage does not soar at all. Can this situation be improved for IrfanView? I mean, a 1080p image should not really that taxing on today's fast computers...

No problem here with 2450 x 3250 Pixels (7.96 MPixels) image.
Disable resampling from the View menu, Display Option
