Can't not open Japanese or Simplified Chinese "File name"

IV can't open the file named with Japanese or Simplified Chinese.
Only rename the file and IV works well.
It's a bug or any other options need to adjust.
    thanks

It is because IrfanView doesn't fully support Unicode. So far renaming is the best option.
    Its: Belongs to "It"
It's: Shortened form of "It is"
    ---------------------
    Lose: Fail to keep
    Loose: Not tight

    ---------------------
    Plurals do not require apostrophes

I'm very interested in the Unicode thing, so : What do you mean by 'not fully' ?
Some characters do and some don't ?

What I meant was, I was being uncertain and hedging and vague.
Luckily, I don't have any files with Chinese names.

This is not a problem of IV, but is on forehand depending of the language setting of the pc-keyboard.
An extra complication : the default (western) ascii character set is 8 bits, having 256 different codes.
While a unicode set is 16 bits to enhance the possibilities to arrange the pixels in such a way that it could represent some word(s) rather than a single letter, special sign, or number.
So interpreting strings of a 16-bits nature will be quite a deep programming change in Irfan View.

I'm a curious person too. So could you provide a link to a file with an original chinese filename ?
I like to see what's happening with the download and representation.
