Reported Ridiculously slow batch resize with jpg auto-converted from iOS HEIC

I've a new iPhone SE that (by default) saves pics in .HEIC format. Also by default they are converted to .jpg when transferred to my PC via USB cable. The .jpg can be easily opened in Irfanview 4.54-64 bit. I can resize to 50% instantly using Ctrl-R, but if I create a batch resize to 50% (preserve aspect) it takes around 27 sec for one image on an 8-core I7.

If I change the iPhone options to save as .jpg, the batch resize is as fast (seemingly instantaneous) as Ctrl-R. If I transfer the file as .HEIC and open it in Irfanview both batch and Ctrl-R resize to 50% seem equivalent. So there seems to be something about the Apple auto convert to jpg with transfer that is causing the problem with batch resize.

Any suggestions? Here's a link to an image IOS_20200930_172912.jpg (~8 MB) that exhibits the batch resize problem with my system.
