Question Cannot set JPG EXIF date/time on scanned image

On a scanned image, when I select "Change JPG Exif date/time taken" and enter the desired date, the START button is grayed out and cannot be selected. I subsequently edited these images in Photoshop. I presume this is because the scanner set no EXIF data. The function works fine on my camera images.

Suggestions on how to accomplish this task?

    Thank you.

Edit: this problem also exists in unedited scanned images.

You cannot edit Exif data that is not there.

I don't think there is any way around this, though perhaps there is with other software tools specifically designed for editing Exif data.
