I believe XnView can read SVG. You could also use the Adobe SVG Viewer.

      But

I don't want to view them, I want to create them.

IrfanView is a bitmap image program. SVG is a vector file type, so support for opening them is of limited benefit, though it can do that. If it won't open some SVG files, Opera Browser may open them from where you can copy them to the clipboard to get them into IrfanView.

Creating them is never likely to be an option. Try Inkscape, which is freeware.

          support of the SVG format

It would be nice to have the ability to open files in SVG format!

The "Scalable Vector Graphics" format is often used for descriptions in WWW!
          For instance in Wikipedia!

          See some descriptions for "Europe":
          - The Roman Empire at its greatest extent
          - Biogeographic regions of Europe
          - WEU
          - Simplified linguistic map of Europe
... and a lot of flags and icons (see: Political geography and Wikipedia's sister projects, ...)

Until now I know only the tool Adobe SVG Viewer to open the SVG format!
I don't know whether the program is the only tool, which can open the "Scalable Vector Graphics" format!

Up to now IrfanView isn't able to open this format!
That's why - please add the SVG format to the supported file formats!
(Only 'Open' and 'Convert' into other supported formats!)

Inkscape is free, and you can view, create, and edit until your eyes pop out

ETA: If you just need a good viewer (and a decent web browser) -- Firefox has native SVG support -- no plugin or other add-on needed.
