Default Needing a nice crop tool

I know IrfanView allows for resizing images, but I need a crop tool.

I would like the ability to define a crop defining rectangle of a chosen pixel size, have the ability to drag or position the cropping shape over an image, have the ability to resize the cropping shape, either maintaining the aspect ratio or altering the aspect ratio, and when executing the crop, reduce the image to the pixels contained within the boundary of the cropping shape.

Edit>Create Custom Crop Selection (SHIFT+C) and Edit>Crop (CTRL+Y) does this.

Hold the Control Key while resizing the selection to maintain the aspect ratio.

Use the right mouse button to move the selection.

Select first to enter the co-ordinates of the custom selection for Shift C.
