I'm using Win XP SP2 (@ home) and SP3 (@ work). The problem happens on both.
IrfanView automatically goes on top of other applications (i.e Always on Top is set) after it was minimised...
I have reported the problem years ago to Irfan and it was fixed in the next version but I don't remember which version it was.
To replicate this:
1. Open an image and put it to FullScreen
2. Press 'M' to minimise the window
3. When you restore the window to normal window or FullScreen, it is always on top of other windows
4. try switching to other applications such as Firefox or whatever application you have open.
A work around is to click Options->Always on Top two times to reset.
