Reported v4.27: "Only 1 instance of IrfanView is active" is not working!

Installed latest version (4.27) of IV on new laptop and cannot get it to open more than one window at a time, regardless of setting under Options, Properties/Settings... 'Only 1 instance of IV is Active' Have tried every way I can think of to change setting -- click button on/off, hit 'ok'; chg it, hit 'ok', re-change it, hit 'ok' again; chg it, close IV, re-open, re-chg setting; even uninstalled IV, re-installed it, all to no avail. (Also downloaded a new copy from different site to re-install but this didn't help,either.) Can this be fixed, or can I download an earlier version that allows multiple windows to open at one time?

Found that this applies only to IV-Thumbnails - only 1 window will open at a time, regardless of setting. But multiple windows WILL open otherwise, even thumbnailed views, if not in IV Thumbnails pane. Sorry for limited info originally - just discovered this. Shouldn't choice be grayed-out if unavailable?
