Default .ICO files, multipages not maintained when saving

i would like to ask 2 questions.

    1) why when i open and edit a windows .ico file which has multipages, and then i save the changes, it saves only the page changed? Is there a way to do save all pages?

    2) is there a way to create an ico file with multipages from scratch? I mean i have 8 or more images (16x16 or 32x32 or whatever) and i want to create a unique ico with all that images in multipage. how can do that? I see it can only be done on some format ( like tif, pdf, jpm, ldf (some of them with plugin) ).

No to both. IrfanView is not an icon editor. It can save only single icons.
