I'm of course totally aware that Windows 95 is slightly outdated but as it seems, it is officially supported so I thought it can't hurt to inform you about this problem.
First of all, I find it amazing that IrfanView (4.42) works at all with Windows 95 but there is something that doesn't work so well.
It's the effects like Pixelize etc.
When I try to open this effect an error message pops up telling me that IrfanView can't find the file effects.dll even though it is present and it's in its right place.
I was able to find a workaround, a slightly older effects. dll (from IrfanView 4.38) works just fine so I replaced the newer file with the older one and now everything works as it should.
As I said, I'm very much aware of how old Windows 95 and I don't use it as my primary OS so it's really no big deal but I thought I'd just let you know....
