GIFV is a just fancy name for HTML pages embedding WEBM and MP4 files. GIFV are text files and not video files.

But yes WEBM is not supported by IrfanView currently. It is a very popular GIF alternative and used by many sites, including Facebook, Imgur, Twitter.
