I would like to be abale to extract frames from a flash video if that could be possibile.

I think you are probably asking in the wrong place.
Irfanview does not currently offer any video editing features, so I doubt very much that you will get that one included.

As most flash videos seem to be fairly poor resolution anyway, why not use a screen capture program to capture frames as they are being displayed and save them as still images? Maybe Irfanview could do that for you but I believe there are other programs that work better when capturing from video.
