Create and edit animated GIF?

I see how we can extract all frames from an animated GIF, but what about creating and editing them? Is there a plugin for this?

Thanks so much. Actually I have other tools to animate GIFs currently. I would like to be able to create, edit, and resize them in IrfanView.

Is there a plugin available or one under development?

I don't believe there is one. You have to use other software for creation and editing.
