A program I have to print pictures requires "color management" to be off in any program; so my question is: Does IrfanView have color management, and if so, how do I disable it?

Look at Options | properties/Settings | Viewing. You can enable/disable use of color profiles.

I think that's not real color management. It just takes profile from image and converts it to sRGB:
source profile -> sRGB
It works only, if your monitor is calibrated exactly to sRGB. Normally when you calibrate your monitor you get own ICC-profile for your monitor which is not sRGB.
Right way to do things (or tell OS to do):
source profile -> monitor profile
It would be really cool to get real color management to Irfanview. Thats only way to get same looking picture in Photoshop and Irfanview with calibrated monitor.
