Resizing (fewer mb)

I ned to make a picture smaller for a forum &
my ad page. Not shrink it like crop it, but fewer
mbs. I must not have downloaded what I needed.
I try not to download too much on this old computer
but when I clicked the link to shrink I got a blank
page. Which one out of the 20 or so listed options
when I downloaded do I need to get?

What format is the image? If it is a JPG, you can save it at lower quality. If it is a PNG or GIF, you can try reducing the number of colors and then save it, or save it as a low-quality JPG if sharpness is not important. Save "as" - save the image with a different name so you don't overwrite the original.

What do you mean by "clicked the link to shrink"??

How old is your computer, what version of Windows?
