The specified file cannot play on specified MCI device

The rest of the error message reads, the file may be corrupt, not in the correct format, or no file handler available for this format.
I am trying to open a dicom file from an ultrasound machine and trying to create an .exe file. I have tried changing everything and still not luck, I knoe that it works because I have tried it before in the past with a different version of irfanview, this was about 6 month ago and I don't remember the version number.any ideas? thanks

Do you have all of the plugins installed for your current version of IrfanView?

I believe that I do have all the plug ins installed, How would I check to make sure? I went online and downloaded the executable file and opened it. I figured that was all that I had to do. If I try to open the same video file with irfanview using file and open, then it will open and play the video. The problem comes when I try to open the file using slideshow and I try to save it as an EXE/SCR file.
