Menu items not grayed out when plugins aren't installed

Should items in the drop-down menus that require plugins be grayed out if the plugin isn't installed? I've got all these menu items that look usable, then when I try, I get an error message telling me I need a plugin. I was just wondering if I have a faulty installation or if that's normal?

No. That is normal. The message does tell you which plugin you need so that you do not have to install the whole lot if you do not want them.
