For "Red eye reduktion" (IrfanView program menu: \Image\) use a rectangular selection!
(See also help file in program menu of IrfanView!)

      IrfanView can't select a circle.

Hhmm, ... somebody wants a circle, the other one an ellipse…
Depending on the perspective it would be good to have many variants!

But the current variant is fully sufficient!

Frank, an ellipse would be ok, a circle is just a special variant of an ellipse. And this would be much more helpful than an rectangle, but in many cases also not really ok. So it would be an better idea to reduce red eyes with a photo editor like Gimp or Photoshop.

Before doing the red eye turn on Irfanpaint (F12). Set your selection rectangle and do the red eye correction as normal.
Then use the Irfanpaint eraser tool, pressing the right mouse button, to paint back those areas of the rectangle that you did not want to change.
Any shape you like doing it that way.
