I just downloaded Irfanview 4.28 and the plugins. When I open the program I do not see any filters. is there another procedure to download these?

There are several kinds of filters.
(1) Press Ctrl+E (or Image --> Effects --> Effects Browser) Those are the integrated filters that come with IV. If you have installed the plugins correctly, they should be there to see and use.
(2) Press Ctrl+K (or Image --> Effects --> Adobe 8bf Filters) IIRC there are two filters pre-installed when you have installed IV and the plugins. - You can download lots more by searching for the term 8bf on the internet. See this thread for more details.
(3)+(4) (Image --> Effects --> FilterFactory or FiltersUnlimited) I don't use these myself, as I find the 8bf filters (2) much more common and powerful.
