video files (webm, mp4) play with the bottom of the video being invisible

Something odd's been going on in my Irfanview for the last few months, and I've finally gotten fed up enough to come ask about what I might be able to do about it.

    Here's a video showing what I mean: https://youtu.be/IRwlRF8HO4M

The webm in the left monitor is displayed as normal, in a different program. On the right monitor, it's displaying in Irfanview 4.57 64-bit (with plugins, using the Internal media player), with the bottom 1/3 just invisible for some reason. Note that the background color I chose, a dark grey, is visible above the playback bar and below the visible part of the video. So it's not just displaying black where there should be video. It's displaying nothing. (Oddly, this is reversed in windowed mode: it displays a portion of the bottom as solid black, with the video not expanded to fit the monitor).

This happens to mp4 files as well. Interestingly, as I was trying out various other video files, I found that the amount of invisible video is different, depending on the aspect ratio of the video file. Wider vids lose less than skinny, tall ones.

I've also just now discovered that this problem is limited to my vertical monitor. I don't get any video cutoff at all on my horizontal one. I've been using Irfanview on that vertical monitor for at least a decade, though, and never had a problem with video files until very recently.

Is this a known bug? Maybe I have a setting messed up? Here's my ini file: https://pastebin.com/Zx636dXc

This might be a video driver problem. IrfanView has no idea about the monitor orientation.
    My system: IrfanView 4.62 64bit, Windows 10 22H2, Intel Core i5-3570, 16GB RAM, NVidia GTX 1050Ti 4GB
