Tif CCITT Fax 3 image displays as blank. Converting to CCITT Fax 4 is 1kb blank page

Hello. I have a whole bunch of CCITT Fax 3 images that I need to convert to CCITT Fax 4. Opening the 3 image just shows a blank page. I'm trying to convert using the batch converter as well as the command line with /tifc=4. The images only convert as a 1kb blank white page. Is there any way I can convert these 3's to 4's?

There is something unusual about the original image file. See if other software products can open it. Maybe upload as sample for us to try.
