When I play a Mpeg 4 video on irfanview and pause it to do a screen capture all I get is nothing but black screens is there a fix for this?

No. Most systems use the display adapter to decode video streams. So the player software tells the video system: "here is a video stream and there is an area, starting at x,y having w pixels width and h pixels heigth" and the adapter blends the video over this area. But usually neither windows nor an application sees the video pixels.
So depending on your hardware you may capture a video picture or you may not.
