no bug Move File dialog is system modal instead of application modal

When pressing F7 the Move Files dialog appears but it stays on top of every other window of any running program (system modal) instead of the proper behavior of staying on top of only the main Irfanview window (application modal). So if Irfanview is attempting to move a file on a slow drive, no other application can be accessed fully until the move is completed.
