' extensions. But neither .zip or .exe or x64 or x32 plugins package has that. Also irfanview doesn't have .avif in extensions section of settings.

Tools.dll is in the installation package iview460_x64_setup.exe and iview460_setup.exe, not in the plugin packages. Check in Help, Installed plugins to see if it is installed and enabled. AVIF is included in the list for Load Default Extensions.

The Zip archives contain the same files as the exe installers.

just checked, the iview460_plugins_x64.zip does not have the tools.dll

As I said earlier, tools.dll is in the installation package, so that it is installed by default. It is not included in the plugins package.

just saw the tools.dll 4.58. but it can't open a .avif output by ffmpeg
