can't scroll oversized animated gifs

can't scroll down to see zoomed in or large animated gifs. first encountered this with web comics that include animated gifs.

version 4.67 64 bit
windows 10?

Ctrl+Scrollwheel to zoom out to fit the window, or from the View menu, choose Display Option, Fit Images to Window (Shift+W)

it fits them to window by default, the problem comes in if you want to view an animated gif at 100% that is larger than your screen resolution or zoomed in. there is no way to scroll down for an animated gif.
