Resize to maximum file size via command line

I'm looking to batch convert all files that are larger than 700 KByte to 700KByte or below using the command line.
The equivalent of the "Options -> Set File Size" in the GUI.

    Is this possible?

You would have to do it in stages.

    1. Sort the files in Windows Explorer
    2. Select those larger than 700 Kbytes
    3. Right-click and save the selected filenames as a text file
    4. Batch convert the files using the text file as input.
