I've found that Irfanview's fullscreen plus screen capture features are great for making background images out of various oddly sized images, and one small addition that would help out a lot in this respect would be the ability to set the full screen view to 'stretch to fit desktop height' and 'stretch to fit desktop width.' The windowed viewer has these options, but it's impossible to get rid of the window border and scroll before taking a screen capture.
