Toolbar Skin issue

Hello. I've been making a toolbar for my own use in the fluent (windows 10x / office 2019) style using the icons available on https://icon8.com, and I have an issue with what I've tried to do, and I can not find a solution. Attached are the files that I have made for the toolbar, and the end result as rendered on my system (windows 10 20H1, Irfanview 4.54 64bit).

Any and all help understanding where my errors are would be appreciated.

There should be only 19 buttons as far as I know.
