Solved Text and Images Blurred on Zooming Out

When I go to full screen mode and then I hit [-] on the numeric keypad to zoom out, I notice text and other elements in the image seem progressively blurred, distorted.
Is it because of IrfanView or has it to do with monitor/display settings/quality and stuff?
I'm using version 4.36.

In Properties, Fullscreen, enable "Use resample for zooming."
