Can I convert vector files

Is it possible to convert .eps or .svg to either .emf or .wmf file extensions, and obviously retain its formatting characteristics?
I have another program that will only recognize vector files in .ai or .emf or .wmf format. Unfortunately for me, the most common vector formats for download are .eps or .svg. So therefore I need to be able to convert them.
I was told I could do it within Irfanview, but I haven't been able to figure out how. BTW, I would also want to retain the original file.

You were misinformed. IrfanView is a bitmap image viewer, you need a vector drawing program.

Inkscape will open and edit SVG.

DrawPlus might be better. Try the Starter Edition first, but it won't do everything that you need - export SVG is there.
