Not able to custom crop in inches, same image crops easily in pixels. Is there a fix?

Welcome.
No need for a fix here. Forget about 'inches', as long as you're working on the screen.
Then one has to deal with pixels.

Inches only become relevant when one wants to print the image.
The value which defines how big 640x480 will be on paper depends on the setting of DPI.
Dots per inch. This value can be set in the Image Properties dialog ('I') of the image.

I have no problem using inches in the custom crop dialogue. I presume that the radio buttons are there for a reason. Can you attach a file that causes problems?
