I just started a new project where I use IV for PNG files. I would like to add a web link for my imageshack upload in the image itself. Can I do this in IV?

Yes, xnview will add a comment to a PNG. Unfortunately, the comment will not be preserved if the file is saved again with other editors.Its: Belongs to "It"
It's: Shortened form of "It is"
