Resizing/Resample problem

Hi, Can anyone help me. I usualy copy my photos from Adobe Photoshop Album 8 and then paste into Irfanview 4.2, Then to resize I would use the images drop down menu and then resize/resample, type in the new size required and press ok, the picture on the screen would then reduce to the size I had typed. This is no longer happening, the picture remains the same size on screen, although in the properties it gives the size as a reduced size I had typed. What have I done wrong, have I inadvertantly changed a setting. I am a complete novice at this so I hope one of you experts out there can help, Thanks.

See the setting on the View menu, Display Options. You probably have the image fitted to the Window.
