Hiding facial features

Is there or could there be a feature where the face of a person e.g a child in a photo could be blanked out for web use?

Select the face, and apply some Special Effects such as Blur (several times maybe necessary)

The Oil paint filter (on a high setting) works even better.

Thanks for that, am working on the faces now....would prefer a purpose built tool tho as I have a lot a faces to do.
